OPENLY PLOTTING TO BREAK THE RULES

The Working Group for amendments to the International Health Regulations (WGIHR) is openly plotting to violate Article 55 of the International Health Regulations. THIS PLOT MUST BE EXPOSED.

This article is very, very important. I trust that my readers are more than capable of putting in the effort needed to comprehend and expose the WGIHR plot to ignore the rules in order to attempt to hide their FAILURE to reach an agreement in the allotted timeframe.

The Working Group for amendments to the International Health Organization (WGIHR) has announced that they will NOT be able to meet their deadline to submit their final draft by January 2024.

Instead of doing the honorable thing by admitting their failure and postponing the consideration of the amendments until the 78th World Health Assembly in 2025, the WGIHR is plotting to violate the very clear deadline imposed upon their actions by Article 55 of the International Health Regulations.



The WGIHR clearly understands that the well established deadline for their negotiations means that they MUST submit a “package of targeted amendments” at least four months in advance of the 77th World Health Assembly, which is scheduled to be held May 27 - June 1, 2023. Otherwise they will need to wait until 2025.

This means that the WGIHR is legally required to submit their final negotiated agreement by the week of January 22-26, 2023.

The four month period for review of the amendments is mandatory.

The language of Article 55 is very clear.

THE HONORABLE THING TO DO

If the Working Group for the amendments to the International Health Regulations (WGIHR) are unable to agree to a package of targeted amendments on time, then the only honorable thing for them to do is to report the WGIHR’s failure to meet their deadline and request an extension to the 78th World Health Assembly in May 2025.

But the WGIHR is planning to dishonor themselves by ignoring their legal obligations.

In my opinion, the video below is conclusive evidence of a blatant and public conspiracy to violate Article 55 of the International Health Regulations. This is NOT a conspiracy theory. This is prima facie EVIDENCE of premeditated intent to violate international law.

The video below is difficult to watch, but if you take the time to watch it and comprehend what the WGIHR is plotting to do, you should be ENRAGED.

The EXTENSIVE details of the plot to break the rules that were discussed in the one hour video above were summarized by the Working Group with the following brief and deceptive language:

The Co-Chairs noted that, in reference to Decision WHA75(9), it appeared unlikely that the package of amendments would be ready by January 2024. In this regard, the Working Group agreed to continue its work between January and May 2024. The Director-General will submit to the 77th Health Assembly the package of amendments agreed by the Working Group. [AFTER THE JANUARY DEADLINE!!]

NO PUBLIC COMMENT:

If negotiations are allowed to continue all the way up to the last minute before the World Health Assembly on May 27, 2024, then there will be no opportunity for the public to comment on this potentially legally binding international agreement, as required by the United States Foreign Affairs Manual.

NEW DRAFT BEING PRODUCED:

The WGIHR Bureau is currently creating a new draft to be presented at the next (and last) meeting of the WGIHR, scheduled to be held December 7-8, 2023.

For months, this meeting has been planned to be the final meeting of the WGIHR. Their intent was that the negotiations would be finalized during this meeting and the agreed upon document would be passed along to the International Health Regulations Review Committee by December 15, 2023.

The Bureau of the WGIHR is now empowered, with the assistance of the Secretariat, to prepare draft text proposals based on the discussion so far. This is a major departure from the existing practice. Usually, the Chair or Co-chairs may suggest a text in their individual capacity based on the various positions that have emerged during the negotiations, to move forward in the negotiations.

When the Bureau takes over the role of the Chair or Co-Chairs to propose text during negotiations there are two types of risks.

First, it puts the Bureau members under pressure to own the text and compromises their national position during the negotiations.

Second, historically the Secretariat is mostly aligned with the developed countries and developing country delegates face stiff resistance inside the Bureau to push their case.

The experience of Bureau text on the pandemic instrument shows that such text has left out many crucial proposals of developing countries aiming to achieve equity in the international health emergency regime.

However, because of disagreements among the member nations, the text that will be available at the end of the December 7-8, 2023 is NOT likely to be the final agreement.

Members of the WGIHR have stated numerous times that “Nothing is agreed until everything is agreed.”

If nothing is agreed, then NOTHING must be submitted!
