Reassembling Frederick Exner’s Papers
The
Seattle radiologist Frederick Exner was one of the leading opponents of water
fluoridation during the 50’s, 60’s and 70’s. He co-authored with George
Waldbott the 1957 book The American Fluoridation Experiment. His addresses and
articles were published or produced in mimeograph form, and distributed to
colleagues. His widely distributed pamphlet the Economic Motives Behind
Fluoridation outlined the research that Christopher Bryson would report in his
2004 book, The Fluoride Deception.
Exner
was noted for his lively matter-of-fact writing. He valued speaking on radio,
and was a great admirer of jazz, even forming his own label, Exner Record
Company, to record his favorite bands. (See the Northwest Music Archives site, http://nwmusicarchives.com/label/exner-records/)
After
Exner’s death in 1976 his papers were lost in a fire. Some of these documents,
pulled from the fire and singed around the edges, were donated to the Du Bois
Library collection by Paul Connett. A cache of his mimeographs were found in
Albert Burgstahler’s Papers. More were discovered in the John Marier Papers.
With
this issue we begin the process of reassembling the Exner Papers, so that
scholars, students and interested readers can appreciate his enormous
contributions to the effort to end water fluoridation.
We
will update the list in future issues, listing the documents by category and

Bibliography. This may be the source of the many thousands of studies cited by
Donald McNeil elsewhere in this issue.]

To the editor,
What
chance of reliable reporting when even the respectable Wall Street Journal
parrots uncritically the propaganda of the fluoridators? The most recent
example is on October 31.
Dr.
Joseph Molner, Detroit and Wayne County health commissioner, is quoted as
saying: “The proof that fluoride in drinking water can prevent tooth decay and
is harmless is demonstrated in 8,500 separate research reports.”
A
normally curious reporter might have inquired as to the studies; and might even
have wondered why 8,500 were done if the first few hundred all concurred. He
would soon have found the statement false. Instead, he quoted it, and without
comment.
On
March 6, 1957, Dr. Robert Kehoe, Director of Kettering Institute published the
statement that “The question of the public safety of fluoridation is non-existent
from the viewpoint of medical science.” This surprising statement is ambiguous
at best. “Public” safety was not defined. Not even one supporting study was
cited.
In
June, 1957, Louis Dublin published the statement that Dr. Kehoe’s “staff
collected and appraised over 8,500 scientific reports on this subject. Dr.
Kehoe says that ‘the question of public safety of fluoridation is nonexistent
from the viewpoint of medical science’.” From this came the statement by Dr.
Molner and now used by the fluoridators everywhere.
In
1958, the Kettering Institute published an “Annotated Bibliography” of 8,660
publications relating to “The Occurrence and Biological Effects of Fluorine
Compounds.” They are not “separate
research reports” and they cover everything from methods of analysis to
occupational hazards and effects on vegetation. Some are anonymous letters to
the editors, and not one cites any substantial reason for believing
fluoridation “safe”.
In
February, 1959, Secretary Flemming, of Health, Education and Welfare, told a
news conference that…”fluoridation has been proved over and over again to be an
inexpensive and completely safe means of preventing 65 percent of dental
decay…”I wrote and asked him for his proof of safety, and he has none to offer.
Yet he and his Department continue to say fluoridation is safe, and to promote
it.
And
I was present when the Director of the National Institute of Dental Research
(of the Public Health Service, of the Department of H.E. & W.) was forced
to admit, on cross-examination under oath, that he had no scientific basis for
his belief that no one would be harmed by fluoridation.
It
would be a significant contribution to the public welfare if the Wall Street
Journal would make a genuine investigation of the fluoridation promotion, and
publish a critical report of the facts instead of the propaganda.

Martha Bevis correspondence near final organization
We have recently completed organizing Martha Bevis’ voluminous
correspondence in the fluoridation collections at the Du Bois Library at UMASS
Amherst. We are fortunate in that she appears to have kept copies of many of
the letters and faxes she sent.
There
are three series. One consists of her most common correspondents. A second one
is organized by state and country while the third, consisting mostly of
correspondence with Washington bureaucrats, is arranged chronologically.
Her
most loyal correspondent? Eleanor
Krinsky of the New York State Coalition Opposed to Fluoridation (NYSCOF). She
also shared letters extensively with Prof. Albert Burgstahler, and many
grassroots activists around the country.
Here
are two lists of the folders making up the personal correspondence, the first
alphabetical by last name. Since most of the letters contain a first name
salutation, the second list is of her correspondents arranged alphabetically by
first name.
There
is little overlap of correspondents by first name with the exception of Eleanor
Krinksy, who was addressed as EK or Eleanor, and Eleanor Rudolph, who was
addressed as Ellie.
The
other exception, the two Carols – Carol Kopf and Carol Patton, were more
difficult to distinguish. Since I didn’t read all the letters, a moment’s
glance was all I used to place a letter in one pile or the other. Most letters
addressed to Carol were written to Carol Patton.

Work begins on Waldbott papers
Martha Bevis became involved in the opposition to
fluoridation in the late 1970s. Our main resource for the earlier days of
fluoridation is the George Waldbott Papers. These should actually be called the
George and Edith Waldbott Papers since there is a large amount of
correspondence from her in the 14 boxes that make up this collection.
Edith
Waldbott first exposed her husband to the fluoridation issue, as he recounts in
his book Struggle with the Titans. She also founded and edited the National
Fluoridation News, and continued production of the Fluoride journal after
George Waldbott’s death in 1982.
We
are grateful to the Waldbott family for having the presence of mind to send the
papers to Martha Bevis. Albert Burgstahler also had several boxes from Waldbott
that were donated by his family.
The
collection is fairly well organized in folders although these have been
rearranged over the years. Most folders contain a mixture of correspondence,
notes, medical literature, and newspaper clippings. We will list the contents
in the order we find them.

Dear Mrs. Bevis,
My
letter to Dr. Neal at the E.P.A. was mailed at 6 P.M. yesterday. It was not
typed (as you can see), it being impossible to get a typist at short notice on
a sultry week-end….
As
you probably know, I was the only dentist in 1952 who dared to testify
adversely before the “Delaney Committee” – organized, political dentistry has
never forgiven me that crime. Since then they have killed all small independent
professional journals, and eliminated all independent dental research
institutions. There is no space in any “official” publication for nonconformist
viewpoints….
Self-aggrandizement
does not appeal to me at all. The important thing is to make certain
observations and ideas known to others, so that they can be evaluated without
preconceived bias. Dental journals are no longer available for an exchange of
ideas. One must search elsewhere for freedom of expression….
The
work you have done to eliminate unwarranted tampering with public water
supplies has been an encouragement to many.
I
am no longer bound down by my practice, and no longer a member of any branch of
the American Dental Association. This gives me full freedom of action without
fear of direct reprisals. My independence has been bought at a high price, and
I do treasure it!

Donald McNeil – 60 years later
Recent conversations have lead
us to look at the work of Donald R. McNeil, whose 1957 book, The Fight for
Fluoridation, is considered a scholarly account of the development and
establishment of water fluoridation in the USA.
I
found the book to be one-sided, shallow and, in places, little more than
dictation from the founders of fluoridation, Frederic McKay, H. Trendley Dean
and Gerald Cox. As shown below, McNeil was interested in the “antis”, but not
enough to actually talk to them.
The
book does contain an informative account of the campaign of harassment waged by
a group of Wisconsin dentists against the Public Health Service and the
American Dental Association to adopt fluoridation before it was properly
studied. It reminded me of the campaign Scientology waged against the US
Internal Revenue Service to obtain recognition as a tax-exempt religion.
Below
is a letter McNeil wrote to R.J. Faust of the American Water Works Association,
kindly provided by Peter Meiers, showing clearly that McNeil was a partisan,
not a scholar, and that his book should be seen as partisan literature.
It
seems that McNeil considered himself a kind of intelligence agent, collecting
dossiers in his eugenics-like quest to “prove that a certain type of individual
is bucking fluoridation.” He considered it might be yogurt eaters.
From
a symbiogenetic perspective perhaps the probiotic microbes were ultimately to
blame. Or were they just protecting themselves from the toxin?
One more note on Donald McNeil
He
went on to pursue a career in higher education administration, but must have
retained an interest in fluoridation. He published a remarkable piece in the
Wilson Quarterly in 1985 in which he asserts, “More than 10,000 scientific
studies have shown that adding one part per million fluoride to the water will
safely and effectively inhibit tooth decay…”
10,000!
Really? That is the equivalent of one new study every business day of the week,
every week, all year, every year for 40 years.

Dear Mr. Faust,
I
am trying to write a history of fluoridation in the United States for my
doctoral dissertation and for a book which I hope will trace the scientific
developments from 1908 to the present but with heavy emphasis on the struggle
from 1945 on. To me, fluoridation is a study in American democracy and I hope
to analyze the factors which contribute, for example, to victory in Milwaukee;
defeat in Cincinnati; victory in San Francisco; defeat in Seattle; victory in
Sauk City; defeat in Delavan.
I
have personally collected the manuscript papers of John G. Frisch, Frederic S.
McKay, Alex Wallace (notorious opponent); all the papers of the Washington
State Health Council, State Board of Health and Seattle-King County Board of
Health (partly on microfilm); James Spaulding who ran a series in the Milwaukee
Journal (some of which was not published) and several smaller collections of
letters, records and documents pertaining to the struggle.
These
collections I made in my official capacity as Assistant to the Director, State
Historical Society of Wisconsin, Madison, Wisconsin. We have the main
fluoridation collection of manuscripts in the country and want to preserve all
the papers connected with this public health movement – something which many
public health officials and historians have wished would have happened to the
letters, diaries, etc. connected with chlorination.
I
have worked closely with Phil Phair of the A.D.A. in recent months and have
used much ADA material, including some correspondence. All of the opposition
material collected by an ADA staff member some months ago, supplemented what I
already knew about some of the opposition.
One
of my chief jobs has consisted of trying to label and pin down the opposition.
I want to know who is financing it; whether or not there is a network and to
what extent do all opposition in the United States fit a pattern (for instance,
is this led by food faddists primarily, supplemented by Christian Scientists
and chiropractors.) If so where do the anti-semitics (and there are many in the
anti-camp) come in?
I
have a dossier on every anti I have ever heard of in the country. This includes
even names and what background I know about a person who might only have
written a letter to the editor. By collecting the background on EVERYONE I hope
to find a pattern which will eventually lead to an intelligent labeling of the
opposition.
I
understand you, as well as the ADA, have made some investigations of the antis.
I would appreciate a copy of your anti list, together with any information
about any of the antis you might feel free to release to me for my information.
I do not plan to use anywhere near all the information I have about some of the
opponents but any inkling I can get to their backgrounds will help me in my
final evaluation. I would treat as confidential, any information you so
indicated.
Shortly,
I am going to start writing the local health officers asking for information on
certain people in their communities (those people on whom I have evidence they
are antis). I hope to ask specific questions about each of my 200 or so antis
and if I can get similar answers about them from enough to prove that a certain
type of individual is bucking fluoridation or that there is a correlation
between anti-fluoridation and eating yogurt, I may have an assumption from
which to base a further inquiry into financing of the anti position.
Would
you be so good as to check with the ADA and particularly Dr. Phair and Herb
Bain as to my standing with them.
Then I would appreciate any information you can give me.
If
the Association would consider depositing its records connected with
fluoridation along with those we already have from elsewhere in the country,
with our Society, we would consider the papers as a valuable addition.
I
would be grateful for your comments and suggestions and, of course, any
information about antis, you may have.
